No, I don't think it is. Many, many people suffer from mental health problems and the majority don't resort to trying to spend their days and nights harassing others. And besides, if he is mentally ill he should be seeking treatment, not wasting his days and nights annoying someone who is sickened by his behavior.
The degree of effort he puts into his harassment, the attempted slyness, the mass-mailing and attempts to ingratiate himself with others for the sole purpose of trying to find information about you are quite deliberate actions. He knows what he's doing and he knows it is unwanted attention. He has been told this quite plainly.
Compassion for another's illness has to be balanced against the harm that he is doing and persisting in doing by his constant, unrelenting harassment.
He is sick all right, but not in any sense that deserves sympathy.
