Lundi 12 mars 2007 -- Le représentant du Premier ministre canadien pour la Francophonie, Ferry De Kerchove, a souhaité dimanche à Alger que l’Algérie devienne membre de l’Organisation internationale de la francophonie (OIF). «Je suis venu parler avec M. Bedjaoui de la francophonie et de l’espoir qu’un jour l’Algérie en (l’OIF) devienne un membre à part entière», a déclaré M. De Kerchove à l’issue de sa rencontre avec M. Mohamed Bedjaoui.

Il a cependant précisé que c’était à l’Algérie de «se prononcer et de décider». Le ministre d’Etat, ministre des Affaires étrangères, M. Mohamed Bedjaoui, a reçu, hier à Alger, le représentant du Premier ministre canadien pour la Francophonie, M. Ferry De Kerchove.

La rencontre a eu lieu en présence de l’ambassadeur du Canada en Algérie, M. Robert Peck. Rappelons que l’Algérie, un des plus grands pays francophones, est restée à l’écart de l’OIF depuis son indépendance en 1962, mais le président de la république a pris part aux derniers sommets de Beyrouth en 2002 et de Ouagadougou en 2004 en qualité d’invité.

L’Algérie a été représentée par M. Bedjaoui au 11e Sommet de la francophonie de Bucarest en septembre 2006. L’OIF compte actuellement 63 Etats et gouvernements membres, dont dix pays observateurs.

Tu veux dire elle n est pas membre encore ? est- ce un oubli ? pal mal de Pays africains et Arabes sont membres depuis pas mal de temps . Il est temps qu elle y pense serieusement pour pouvoir aller au devant dans la sphere internationale

Vientiane, Laos, November 21, 2007 - The minister of Cooperation, Development and Francophonie, Jean-Marie Bockel has expressed the desire for Algeria to seek membership into the International Organisation of Francophonie (OIF).

"It is important that Algeria join us," Bockel told a press briefing Tuesday shortly before the opening of the 23rd Ministerial conference of La Francophonie (CMF) in Vientiane, Laos on the topic: "French, a tool for solidarity and the promotion of cultural and linguistic diversity".

"We cannot tell countries that are willing to join us to listen and come back in 20 years after we have strengthened the organisation," noted the French Minister of cooperation.

Stressing how countries of other linguistic regions wish to be a member of the OIF, Bockel called on the Francophone states "to meet the challenge of opening the doors of the organisation to new members", and open the debate on "new memberships" including that of Israel".

"The issue of French in the world requires considerable efforts that our Commonwealth (community of English-speaking countries) counterparts do not need to make. By referring to the common values that we share as far as French is concerned, we cannot prevent those states that will knock at the OIF door from coming in," the head of the French delegation in Vientiane insisted.

For him, opening the Francophonie to new members aims simply at reconciling the concepts of "opening to new members and renewal".

"Some of our friends like the Canadians and those of Quebec consider that it is time we stopped accepting new memberships and define more strict criteria. This is not the position of France. We are rather in favour of opening the organisation to countries like Angola, Algeria and others to continue," emphasised Brockel.

The issue of new memberships could spark off heated debates during the discussions that will be held behind closed doors during this 23rd ministerial conference.

A group of nations under the leadership of France wish to continue the opening of OIF to new member states through flexible membership criteria.

But another group under the leadership of Quebec wants the regular and institutional use of French to be a condition for membership.

Meanwhile, the topic of the next summit planned for October 2008 in Canada seems to give rise to profound differences between French and Canadians since the idea of choosing an environment-related topic, as main theme for that conference does not suit everybody.

Ottawa that recently left the Kyoto Protocol is not in favour of that.

Jeudi 22 Mai 2008 -- L’ambassade du Canada à Alger a annoncé hier la visite en Algérie de la ministre des Relations internationales et ministre responsable de la francophonie, Mme Monique Gagnon-Tremblay, du 24 au 26 mai. La ministre s’entretiendra avec les autorités politiques afin de discuter des relations existantes entre le Québec et l’Algérie et d’expliquer les positions du Québec sur les enjeux communs qui seront discutés au sommet de la francophonie, qui se tiendra au Québec du 17 au 19 octobre prochain, lit-on dans un communiqué émanant du service presse de l’ambassade canadienne à Alger.

L’Algérie n’est pas membre de l’Organisation internationale de la francophonie (OIF). Elle a participé à titre d’invitée spéciale de l’OIF au sommet de Beyrouth en 2002, de Ouagadougou en 2004 et de Bucarest en 2006. Le Premier ministre du Québec, M. Jean Charest, adressera une invitation personnelle au président Bouteflika afin de l’inviter au sommet du Québec.

L’Algérie est le premier partenaire économique du Québec en Afrique, principalement en raison de l’importation de pétrole au Québec par Ultramar. Les échanges commerciaux pour 2007 totalisent plus de quatre milliards de dollars. Le Canada et l’Algérie ont signé, le 5 juillet 2006, un accord bilatéral de transport aérien pour faciliter les déplacements d’affaires. Depuis le 15 juin 2007, la compagnie Air Algérie exploite deux vols hebdomadaires entre Alger et Montréal, la métropole québécoise.

Le Canada veut faire adhérer l’Algérie à la Francophonie lors du sommet du Québec

Dimanche 25 mai 2008 -- La ministre des relations internationales et de la Francophonie de la province de Québec au Canada, Mme Monique Gagnon-Trembley, a exprimé son « souhait » de voir l’Algérie adhérer officiellement à l’organisation de la Francophonie, en participant au sommet des Etats francophones attendu au Québec au mois d’octobre prochain.

Mme Gagnon-Trembley a rencontré, hier, le ministre des Affaires étrangères, Mourad Medelci, avec qui elle eu des entretiens, à l’occasion de sa visite en Algérie. L’APS a rapporté que le déplacement de la ministre canadienne en Algérie s’inscrit dans le cadre de sa tournée dans plusieurs Etats africains, en préparation du sommet de la francophonie qui se tiendra dans la province canadienne francophone, du 17 au 19 octobre prochain.

Mme Gagnon-Trembley a déclaré qu’elle a abordé plusieurs sujets lors de sa rencontre avec Medelci, et elle a évoqué « une conformité de points de vue entre l’Algérie et le Québec, notamment sur le plan économique, avec la possibilité de mieux développer cette coopération à l’avenir ». L’invitation québécoise pour l’adhésion de l’Algérie à l’espace de la francophonie intervient après trois autres appels similaires de la part de la France, et qui remontent à la fin des années 90.

L’Algérie avait exprimé, par le biais de son ex-ministre des Affaires étrangères, Abdelaziz Belkhadem, qu’elle était prête à rejoindre cet espace, mais cela n’a pas été suivi de démarches effectives. Pourtant, les autorités algériennes avaient montré des indices dans le sens de son entrée dans l’organisation des pays francophones, lorsque le président Abdelaziz Bouteflika avait participé au premier sommet France-Afrique, qui avait été tenu à Yaoundé au Cameroun en 2001.

L’Algérie a enregistré sa première présence dans le sommet de la Francophonie lors du sommet de Beyrouth, avec une délégation dirigée par le président Bouteflika. Cette participation était intervenue suite à des démarches françaises et canadiennes afin de convaincre l’Algérie d’exploiter ses capacités culturelles et linguistiques pour être membre de cet espace. L’Algérie avait veillé à participer en tant qu’observateur, lors du sommet de Ouagadougou au Burkina Faso, en 2004.

Algeria may join Francophone Organisation

June 2, 2008 -- With the thaw in Franco-Algerian relations seen during President Abdelaziz Bouteflika's reign, many Algerians are wondering if their nation will join the International Francophone Organisation (OIF) in the months remaining before the group's summit, to be held October 16th-19th in Quebec City.

While Algeria has expressed no official wish to join La Francophonie, statements made May 25th by Quebec's Minister of International Relations and Francophone Affairs during a visit to the country have fuelled speculation in the local press that Algeria may join the OIF.

Monique Gagnon-Tremblay said she had sensed a "willingness on the part of Abdelaziz Bouteflika, the President of Algeria, to join the Francophone Organisation during talks I had with him," adding that "Algeria is a member of La Francophonie in heart and in spirit."

Her remarks drew a response on May 28th by Algerian Foreign Minister Mourad Medelci, who said that "attending the Francophone Summit is one thing, while joining the OIF is quite another," hinting that Algeria may have no intention of joining the organisation.

Although Algeria is the second-largest French-speaking country in the world with 25 million speakers, it has never joined La Francophonie and boycotted the organisation's summits from 1986 to 2002, when it participated in Beirut. At the time Abdelaziz Belkhadem, then head of the Algerian diplomatic service, said that Algeria has much to gain from joining La Francophonie, and it was later announced that Algeria would probably join on the occasion of the 2006 Bucharest summit.

Despite improvements in Algerian-French relations, this goal has never been achieved.

"From a cultural and political point of view, Algeria has nothing to gain from joining," political analyst Karim Mohsen said. "Algeria's interests are already safeguarded in the bilateral agreements it has signed with French-speaking countries."

In his view, Algeria ought to remain a French-speaking country outside the OIF. "This organisation is run by France, the world’s biggest French-speaking country with over 60 million inhabitants. In terms of diplomacy, Algeria cannot have the power it would like within this body," he asserted. However, he argued, the country may use the issue of its entry into La Francophonie - a major goal for France - as a bargaining chip in its negotiations over the Mediterranean Union.

Mohsen believes the words of the Quebecois minister in Algiers do not point to any firm commitment on Algeria's part. He suggested that President Bouteflika may have simply expressed Algeria's interest in the organisation, without making any commitments.

Member of parliament Ahmed Saidi of the Movement of Society for Peace disagrees. He told Magharebia, "It is to Algeria's advantage to enter spheres of interest all over the world so that it can negotiate on and safeguard its interests, including the OIF, which could serve as a platform from which it can defend its stance on international conflicts."

Said Bouhadja of the National Liberation Front said Algeria should "take its time in weighing the pros and cons before joining this organisation. First it needs to establish why it ought to be a full member, and what benefits it might bring for Algeria."
